I suppose it could!
However, you'd just need to do a lot of blending. High brow is a little thicker since it is supposed to "lift" your face. It IS a highlighter, but the idea of high brow is to open up your face and, like I said, lift it. Your cheeks don't need to be lifted!
Also, the color is very vibrant, even when blended. I suppose if you apply just a few dots and blend, it would be fine. However, it is more matte than shimmery, so your cheeks won't be shiny or standout like they would with high beam.
So, go ahead and give it a try! See if you like it, your cheeks likely will stand out, but won't have that glossy appeal that can be achieved using highlighters like 10, high beam, etc.
